You have to atleast expect Sabo to bare some kind of resentment towards Luffy for not saving Ace. He still loves Luffy of course but he probably lost a little trust and faith. I'm assuming Sabo already has a DF and if thats the case, he probably wants to choose the new owner of the Mero Mero no ni or probably doesnt want anyone to have it.
Edit: Dont forget that its technically Luffy's fault that Ace died. Ace died sheilding Luffy after all. Sabo probably thinks "Its your fault Ace died cause you were weak! If I was the one there he would've lived!"

Your other brother does everything he can to save him from his death, even going as far as to break into the jail he's been placed in, but all for naught. But in all seriousness, this chapter seems to imply that he regrets not being there himself, rather than holding resentment towards Luffy.

However, If I tried to something but couldnt due to any reason(to far away and wont make it time, revolutionary leaders held me down etc.) and I witnessed by favorite brother get killed because he sheilded my younger brother, I'd bare a little resentment since I put all my faith and trust into my younger bro.

Except that Ace probably wouldn't have been freed in the first place if it wasn't for Luffy. Plus, Ace was the one who stayed behind and even attacked Akainu when they wanted him and everyone else to retreat. Sabo was never a hateful guy to begin with, and he always stood up for Luffy's pride when Ace made fun of him as a kid, so I doubt he'll bare any grudge against him now.

1. Koala is part of the revs, which is dragon organization.. Its no suprise a REV showed up. it was shown that dragon was saving somebody off of a sank shipped.. (Ofc now we can figure its sabo)
