Yea i think it makes him incredibly powerful, only we already are starting to see the side effects. He will blow up or shrivel up in the end. If one slash of Zoro is enough to practically take him out. Then he needs a big powerboost to fight on par with Luffy maybe Jinbe. However i don't think Luffy is going to fight him. Because they could never have a equal fight without Luffy looking weak and useless after 2 years of training. Besides they can't fight in the water because Luffy is a hammer. And i cannot imagine that the boss enemy won't battle in the water where he is most powerful. If Luffy fights Hordy all drugged up it's a matter of time and dodging and not a very spectacular battle. So i hope Jinbei will settle with hordy underwater while luffy kicks someone else's ass.

This chapter was basically a introduction of the strawhat enemies. I think it will be Zoro vs drunken sword guy. Usopp or/and Nami vs the giant squid with a fire weakness. Brook and/or Chopper vs the charmeleon guy. Franky vs the hammershark. The rest i dunno
