The only ones who beat him up are the once who are after him and he running from them.
So practically if Luffy decides to fight an Admiral No matter how much difficulty he will get, he will end up beating them up.
And his Crew will beat up the leaders surboninates, no matter how strong they are, so powerlevel are only measured when they Run instead of fighting.
As for Fujitora case, *********** translation makes it look like he will not go after the Strawhats and Law, I don't understand why?
