Uhh no. He waited 20 years on Whitebeard's ship and studied every Devil Fruit because he knew that being on the crew of the strongest man will increase his chances to get the fruit. That was not luck, that was smart planning.

How he got the Gura isn't known, so you can't call that luck either.

A chicken? Does a chicken storm a war filled with people like the Whitebeard Pirate's fleet of thousands, and then stand off against Sengoku, Garp, and make himself an enemy of every single one of the thousands of people there, including aforementioned Marines, the Whitebeard Commanders, the Shichibukai, hundreds of thousands of Marines and the Admirals with just 10 people?

Oda never said anything about strength. He said the number of the division crew doesn't rank authority. The Division commanders are all on the same level of authority. Ace can't tell Thatch what to do, Thatch can't tell Jozu, Marco can't tell them, etc. etc., unless one of them becomes captain.

Yes he was. Ace asked Teach if he wanted to be division commander instead of him, which Teach declined.
From the wiki for what its worth:

D: About the Whitebeard Pirates, if there are pirates from the "Whitebeard ally groups", is there a possibility of one of them becoming a commander of the real Whitebeard Pirates itself? Or are the commanders all from the real Whitebeard Pirates from the beginning? P.N. amanuts

O: Ok, I'll explain a little about the Whitebeard Pirates. First, captain Whitebeard and the 16 commanders. All 16 commanders, despite numbers and ages have the same rank. All the same. Whitebeard Pirates are just split in 16 groups and the division number does not indicate strength. The 43 ally pirate ships are not any part of the Whitebeard Pirates and are usually all just scattered everywhere living their own little lives. Yet they are loyal to Whitebeard, and help him in desperate times. They are like that. In Ace's case, the Spade Pirates were destroyed, and all the members joined the Whitebeard Pirates, so he was able to become a commander.

So no the number doesn't mean strength.

1) The BB in real life supposedly stuck smoking threads in his beard to give that furious look, with other words it was a gimmick.

2) BB was able to scar Shanks, one of the Yonkou, years before he obtained his DF. He was able to kill Thatch, the 4th Division commander of WB, meaning one of his strongest subordinates before he had eaten the fruit.

3) When he obtained the fruit he was able to gather a strong crew, became a Shichibukai and then suckered both the WB pirates as the Marines into his trap. BB is responsible for the death of Ace, WB, the War of the Best and the crumbling of the power balance. He used the marines for his own purposes and immediately ditched them afterwards while at the same time he pretty much broke the WB pirates. Consequently he immediately took over WB's territory and became one of the Yonkou. This all in a timespan of barely a year.

4) BB waited decades for that fruit. You can call it "luck" that he eventually found it considering how small the odds were, but that he had to wait that long is not something I would call that lucky and what he did with it even less. He was already plenty strong before he had the fruit and then he was able to use his fruit to its utmost potential. He pulled one of the most successful and elaborate schemes in the series using the WG, the marines and the world's strongest pirate as mere pawns. That's not just luck, his DF didn't granted him that, he did that by using the DF efficiently.

5) WB is still WB. That BB used his crew only shows that he was intelligent enough to see that even on that moment he could potentially die if he took him on alone.

6) The real BB didn't became the most notorious pirate in the world by being a gentleman and by being handsome. He was a freaking pirate with a huge black bear. Frankly the OP BB seems to resemble the image of the real BB more than the image you are trying to uphold here.
He Fought shanks after his betrayal to WB, and he was unable to gather the strong crew, he just recruited them bcoz those guys had a respectable title with them. Which makes them looks like strong but they were not.
