No, you forget all Admiral's wear their own dress attire with the standard Navy cloaks above them, he doesn't seem to be wearing a Navy cloak.
I believe his just a very strong random pirate from the New World, either that or his crew was anhiliated and his left pirating or he could be one of Kaidou's warriors? Maybe Oda is pushing a hint towards us?

Thats what I thought! He may have decided to operate in more of an undercover method then just going flashy!
Anyways I'm just super pumped that Robin and Law are working together....and feel sorry for Ussop having to join them X)!!!

Edit: You mentioned Robin with new techs...I have one for you. Imagine if she mixed Cien Fluer Wing with Bachi Shigan (the air bullet one) and even added one Armourment Haki....Black Wing Bachi Shigan some OP stuff!
Lol when I first saw the mysterious pistol guy I thought maybee Robin would four him since they both seem to be the groups' Mystery Person; however, Usssop taking it is also a logical choice

if he's the new admiral, that would suck. I'd prefer the admirals to be ruthless and sadistic rather than.. well, like him.
but he does seem mysterious and powerful > all his guesses on the roulette were correct = since he's blind, he probably has some powerful hearing, as for his strength > either swordsmanship or gravity fruit but maybe swordsmanship since his creation are based on Zatoichi.
