No he is dissing the One Piece animation as One Piece is way better. Dragon ball is only popular because it was a key milestone/landmark in the production of manga and anime. Today it would not make a top 20 best sellers list if it was only recently started.
One piece's animation is way better now, but there was one seen in the 1st movie where Wanno's face looked almost exactly like Vegeta. I thought the same thing about the animation when I started One Piece(how it looked like it was done by the same people who did Dragonball) which was one of the hardest things to look over when trying to get into it, now I'm at the Z-arc in the series and started the movies and it was a flashback to how the show looked in the beginning, I forgot the art styles were so similar early on.
I pointed out that the animation being the same is normal as originally they had the same animators and roughly the same years...
