He has to be touching someone to be able to warp them.

He tried to do it to minato but minato was too fast, and he did it to Fuu and Torune. There is nothing else to it, he was going to warp Naruto into his hidden dimension.

Just because he's done it, does not necessarily mean he's going to do the same thing.
