No, there is no limit to hard work. Everything in life requires hard work, to maintain your talents you need to work hard too. To better your talents you must work hard. Even talent cannot stand on its own two feet, eventually hard work will be needed to maintain and better those talents.

Actually just because Hiruzen explained to Danzo why he wouldn't even consider Orochimaru for the position of Hokage, doesn't mean that if those circumstances didn't persist that Orochimaru would have been the Hiruzens primary option.
