Yeah but he did say his goal was to use the moon eye plan to create his on peace when he was at the summit. His goal is to stop hate and fighting through genjutsu and forcing everyone to behave as he sees fit. That and to make himself whole again which we have yet to figure out what that means.

Kakashi did not mean Sai. Why would he talk about Sai, when Sai is like 100 miles away. Bee is not one of Kakashi's team. I think there is something to it.

You know, my mind also jumped to the idea of being related to naruto aswell when he used the chains. First attack we have actually seen tobi use and it happens to be the same thing as what Kushina's chakra chains do
