I'm going to determine their positions by feats.

I haven't read in awhile.You have a point but he did antagonized Naruto multiple times pushing him to the four tails state,then played with him until he ran out of chakra.He literally slithered up to Four Tails Naruto,and punched him,was slashed in half,reattached himself like nothing and continued to toy with him.

I've been rereading and i'm at the begining of part 2 now,so i will be there soon and be able to say things with more accuracy.
