No, the Kaguya have white hair and very controlled and poised manners, as well as a more classical speech. The Temujin clan is not a prominent clan, Ota had to work in order to get to the position he is.

I think this chapter was short, but right on point. Entertainment-wise, I think it was better than the first chapter as the pacing seemed faster.

As Solf J. Said, he sure reminds me of someone, and I can only think of Wormtongue from the Lord of The Rings.
