If Holy Obito(ten-tails host) were to destroy his Rinnegan, would you speculate that the healing that occurs would restore his Sharingan, or a Rinnegan? Seeing as how Kakashi, who carried a borrowed eye for years, regenerated his biological eye due to Naruto, then wouldn't Holy Obito technically have access to both Mangekyou Sharingan?

The brain is the organ that contains the special chakra that sprouts into the eyes, granting a change(as explained by Tobirama). Each time you call upon the Mangekyou techniques, the chakra pours into the eyes giving it a new appearance.
Where does it say this is constant?
The activation is a one time thing, kakashi who was not an uchiha (and thus lacks the special brain chakra) could use the sharingan and MS. The special chakra unlocks the sharingan and the chakra is stored in the eye itself, this chakra is maintained by the user's regular chakra.
This may be the case, unless you are saying that kakashi's brain can produce special uchiha chakra.
It's by both. The eyes contain the chakra, but so does the brain. A prime example, is Kakashi. He supports yours, but also mine. Obito transferred his special chakra to Kakashi, thus awakening and producing a change in Kakashi's eyes. This chakra was no kept for whatever reason, but it came from the brain as a source.

The special chakra in the brain only exists in clans or individuals who can naturally have dojutsu. Obito's special chakra was stored in his sharingan which he gave to kakashi. Kakashi cannot produce this chakra because he doesn't have it.
If the special chakra was constantly produced by uchiha, then an MS user needn't worry about losing their vision since whatever eye they acquire, even from a non uchiha can be transformed into a sharingan.
