on the last chapter it seem that obito will betray madara, madara is not his friend at very start, than what obito plan ??? why he kill everyone in the war, because he can perform Rinne tensei no jutsu, the reason obito continue to kill shinobi is to test naruto how strong is naruto's will at friendship to achieve peace... and obito will entrust his will to achieve peace to naruto....
for the simple reaseon is : obito and naruto goal is to achieve peace. madara's goal is to achieve superior power to become juubi jinchuriki

Obito does not only want to achieve peace as his ultimate goal is meeting rin again, and the only way of doing that is infinite tsukoyomi which is achieved by controlling the juubi.
