No he wasn't. Obito was phasing through Narutos attacks, not evading and Naruto didn't use that one flash shunshin he used versus Ay against Obito. Obitos reaction and movement speeds are ever so slightly lower than Kakashis, proven so during their battle. I don't know why people believe Obito phasing through attacks = hes as fast as the attacker. Hes not using any bodily movements (movement/hand/fight speed) to evade the attacks hes just mentally reacting and activating Kamui. Because he can mentally process and activate Kamui in time does not mean he can also physically move his body that fast as well. This may or may not be relevant, but Lee said even if the sharingans precog (mental) can track someone, if their own bodies (physical) aren't trained and can't react to that level of speed then its all useless.

The only way you can say Obitos (movement/hand/fight) speed is equal to such and such is if you take away Kamui and put them in the same situation. If he can still evade then hes equal, if not then hes inferior.

Phasing through his attacks is testament to his reaction time, which is the key factor in his phasing. He phases through Ay's shunshin. You just agreed with me, so long as he can mentally process the situation, Ay cannot touch him. Which he can, evidence in the Kage summit.

Btw, when I said avoid I did mean phase. Just thought it was obvious since Kamui is his main aspect of battle.
