thats the VIZ of what madara said to him. it stands to reason he knows it but never had a reason to give his eye up just for the sake of a temporary genjutsu. he learned everything else, like how to control his kamui, use forbidden shit like ripping kyuubi out of kushina, and izanagi. he could easily turn the tables on itachi if he thinks to sacrifice his eye immediately. unlike itachi, obito doesnt underestimate people.

itachi underestimated the entire akatsuki including tobi, underestimated naruto (almost sent him to his death, didnt warn him about pain and tobi), underestimated sasuke (didnt even trust him enough to get stronger on his own whereas obito hardly needed to step in at all when fostering sasukes progress. didnt even trust in his own brothers free will and right to be a human being), underestimated the jins (didnt even try to warn them), underestimated kakashi (given how impressed he was with kakashis skills).

obito never waits for someone to show their hand. he went right for the oneshot against minato and fu/torune. he didnt show any of his hand unless his opponent was about to die (in other words never explained his powers or plans unlike itachi who explained an entire plan to sasuke while kabuto their opppnent was still listening to them), and expected more out of narutos kyuubi powers than what naruto was initially showing

Well Izanami is not a technique which is taught to the uchihans but it is in their blood.Its not a jutsu but a ability which a person gets from a bloodline trait.It could'nt be taught but is awakened by the person itself.So obviously Obito can use it...
I dont think Obito will sacrifice his one eye just to transfer someone in his own dimension which he can which he can do by just casting a simple genjutsu for slowing down the opponent.For many he does not even need that.Izanami is the last resort agaist those opponents which are lost in their ego....
