No, Izanami works on those not using Izanagi in a peculiar way, because it was designed to beat Izanagi. With Izanagi activated, Itachi merely needs to either perform the same action twice, or have Obito perform the same action twice. Warping two clones, for instance, would capture Obito in Izanami much like it did Kabuto, but against Izanagi, Itachi could simply cast simple genjutsu twice on Obito and have Obito make the attack imaginary with Izanagi, then voila.

Didn't Obito openly admit that if he didn't keep Secretary from Itachi he'd be dead??

Also, IF Itachi COULD'VE beaten Obito at the time, i'm pretty sure it would've been with high difficulty. That would have put his main goal of being defeated by Sasuke.

Which is why Obito didn't wanna risk fighting him, cause he knew there was no limit to Itachi's analyzing skill.
Obito was in a situation, where it was better safe than sorry

And adding on to everything Lilt had said in his thread which also holds true, Itachi could defeat Tobi with the techinques he already has. There would be no need for any new jutsus for Kishi to give Itachi to win.

itachi already tried to eliminate obito, by setting a trap. and HE FAILED.

itachi setting a trap to kill obito means he really has PLANS of killing him.why didn't itachi try to kill obito while he is alive and kicking?why set a petty trap?

the answer is that's the only way itachi knew how he would sneak an attack to hit obito. itachi knew to himself he cannot kill obito head on.
