Not every Uchiha had Amaratsu. Did Madara? But he had Susano'o anyway

Each Mangekyo Sharingan has a unique ability. In Sasuke and Itachi's place, it was Amaratsu in different variations. It's just like how no one else had Obito's Kamui ability--HIS IS UNIQUE!!!
