He can, but then he won't be able to use Mangekyou or Rinnegan for sometime...

That's only travelling to Kaguya's faraway dimensions and even then, it takes more than one shift to depower his Rinnegan. Kamui's Dimension is evidently much closer, so the problem is certainly non-existent.

Could be an plot hole or inconsistency. In Boruto the Movie he couldn't use Rinnegan or Mangekyou after transporting everybody. Though he could use Susanoo because it doesn't require Sharingan after its been awakened...

Opening one portal alone isn't going to do drain him enough to make a difference. In the movie, he transported like 8 people and could still use PS and deva path abilities. He would destroy obito with ease.
