Madara clearly stated that he wanted Sasuke eyes when he was first resurrected, that's as clear of an implication as any.

And Madara is a master planner. if he had a choice between Sasuke and Obito he would've been taking everything into account like the likelihood of either of them fulfilling his plan better than the other. And being resurrected by Nagato was part of his plan, something Obito failed at.

Of course, there's no way he could've known who would've faired out better in the future because his ONLY option was Obito. However, you can tell Madara would've rather had Sasuke in retrospect

Your implications are simply actions that Sasuke would take without thought of how this impact the story. Also, Sasuke was manipulated by everyone: Itachi, Obito, and Orochimaru.

This is about fulfilling Madara's plan, which didn't go according to plan, but ultimately succeeding. I think Obito did his best given the circumstances: the Uchiha Massacre, the Akatsuki, and the 4th Great Shinobi War.

I think it goes without saying that I'm imagining Sasuke as the same age as obito and not the age he was actually. I'm saying if he was alive and approached by madar under the same conditions obito were, he would've been made a better obito.

Pseudo EMS? He had a Mangekyo sharingan so I'm not sure what you meant by that. Madara taught him more than just manipulating people's hearts, he showed him the plan, the history, knowledge, the uchiha clans techniques, the yin yang techniques, and the justus of six paths. He left him with these necessary powers to carry out this plan.
If Sasuke somehow gain the abilities to do all of these techniques Madara gave Tobi, Sasuke wouldn't be able to manipulate people to his liking. He is impatient and acts on impulse.

And you need to be exact on the scenario too. If Sasuke only had 1 MS like Tobi did, he would not have Susanoo,
Give Tobi both his MS eyes like Sasuke and you can't even compare the two.
The only thing he can put above him is the rinnegan possibility. And at that pint he would start doing things by himslef because that's his nature.
