Madara said if he met Sasuke instead of Obito he would've been better off enacting his plans throughout time.

That's because Madara saw Sasuke go from EMS to the Rinnegan. He also had straight commas as well. Because Sasuke awakened the Rinnegan, he held a greater potential than any other Uchiha in existence.

- he would've made a better fighter than obito

- he would've not had to manipulate him as much as he did to obito

Who knows if madara could manipulate him like obito. Better fighter? Naw. Kamui was too haxed. All sasuke has are standard MS abilities. And Obito is immune to them all with kamui. He's only saying that because he had a Rinnegan and all this progress he's made is unorthodox. Otherwise he wouldn't care about Sasuke.

And Madara is a master planner, if he had a choice between Sasuke and obito he would've been taking everythingn into account like the likelihood of either of them fulfilling his plan better than the other. And being resurrected by nagato was part of his plan, something Obito failed at.

Of course there's no way he could've known who would've faired out better in the future because his ONLY option was obito. However, you can tell Madara would've rather had Sasuke in retrospect
