i say senju let me say the reasons

1. of all tobi/madara already stated that the senju was the most feared clan in the whole world

2. the only reason the senju made peace with the uchiha because they didn't want them attacking there new village best way to control your enemy is to have them near you

3. the 1st hokage had all the tailed beat it was said some where in the manga and he split it among the new hidden villages to balance power

so who would u rank number 1

That's nice, but why believe him? I could say sharks are the scariest animal in the whole world, doesn't make it true.

Look at how that turned out for them. The Kyuubi attacking the village (while being controlled by the Sharingan), probably wasn't the nicest thing that ever happened there.

He had some of the tailed beasts, not all. Granted that's still an amazing feat, I just figured I should correct you there.

he defeated the number 1 rank uchiha who had the 9 tails with him the 1st and 2nd could hold there clan and the rest of the senju would be over kill/ sharks are the most scariest
