Honestly, no one is really sure if common logic applies to North Korea. They shelled an island that was part of South Korea... and are damned lucky they didn't start a war in doing so. I've also been to the DMZ, and while I could not get anyone to give me any sort of answers about how frequently it happens... but North Korea does fire across the border at our sentries from time to time. The implication was that it happened a bit more often than we would expect... but having no expectations for how frequent such an event would be - I have no base-line to work with. Still - it's happened, and I would imagine at least a few times a year.
Then you can go back to the mid-2000s, when Kim Jong Il was talking about turning America into a sea of fire, or something along those lines. Then they were torpedoing South Korean ships (a -huge- detour... typically, South Koreans and North Koreans do not kill each other in the decades following the establishment of the 38th parallel; they will fight each other to a coma to show their pride for their nation, but they still largely see each other as family... twisted, corrupt family, perhaps, but family).
I'm not convinced one can really expect them to behave in a manner we consider reasonable or sensible.
That's what they tell theyr people, but it's not to attack America ''they are not stupid'' it's to brain wash theyr people, show them that outside the border is awful place so that people would reather stay and be happy. If people knew there is better life outside the border they would go nuts. And right now NK is slowly fixing it.. it will take 2/3 generations to fix it and join the rest of the world. It can't be done in one day ''for obvious reason'' but you can see improvements have been made.. but people don't talk about it, it's boring. Let's diss/laugh and in the end nuke country we know nothing about.
