Maybe I'd use Earth Release: Mud River to trap my opponent with mud, or some equivalent jutsu that essentially immobilizes them (genjutsu might be able to work as well), then, I'd follow up with this technique to electrify them, making them unable to dodge.
Or, I could use it to escape my opponent's Earth jutsus... up to B-ranks, of course.
Ways to counter this technique
While the opponent is in midair, I could use a wind technique that prevents them from finishing the technique. Otherwise, I'd maybe use a genjutsu to disrupt their chakra and concentration. If all else fails, substitution!

I'd use this to block up to B-rank Earth techs. I could even create multiple elemental walls, completely protecting myself if need be. Imagine an Earth Wall, Lightning Wall, Fire Wall (lol) all in line, one after another. That would be pretty strong and durable.
If a Taijutsu user was harassing me, I'd use this accordingly to try and hurt them and push away their assault!
Ways to counter this technique
I could do a special feint with Wind Release: Great Breakthrough to smash through the wall. My opponent will not expect the wall to be dissipated, and I'll use that moment of openness to finish them off with an attack... maybe a few kunai thrown first, then use the wind technique to infuse them with wind chakra and make them able to pierce through the wall. Alternatively, I could also fire a water jutsu to electrocute the user as he makes the wall, or if he is in contact with it.

- A taijutsu user's nightmare. They try to come up to me... zap!
- A defensive lightning jutsu... a rarity, honestly. It's a cool application of an element you wouldn't necessarily use as a form of defense.
- The wall is defeated by D-rank ninjutsus or higher. Essentially, most techs of a higher rank will win.
- The range is kinda short... I wish we could set up lightning walls around the arena as like traps to lead my enemies into.
- There's probably a higher ranked technique that performs the same function.
