According to wikipedia, "Shock waves are formed when a pressure front moves at supersonic speeds and pushes on the surrounding air." Itachi's fireball jutsu isn't nearly that fast. Regardless, this matchup isn't decided by if Kakashi can dodge Naruto's shockwave or not. Naruto has never been seen to use shockwaves offensively (as far as I can remember) anyways, he is much more reliant on getting up close and overwhelming the opponent with clones, taijutsu, and rasengans.
