naruto would still posses the ability to use taju kage bunshin. remember when he first used the technique he wasn't even technically a genin yet. he had not even started to access any of the kyuubi's chakra and he was still able to make may clones easily. that was just when he was still like 11 or 12, i can't remember, and he had just learned the technique. so he would have still been the son of minato and would most likely still have made a contract with the toads and still been able to learn sage mode. the nine tails did not help with sage mode in any way, in fact it was a problem in the end. sasuke on the other hand could still be a good ninja, but he would be nowhere near as good as he is with sharingan, thus already putting him below naruto. also the reason why it makes no sense to take away naruto's uzumaki genetics is you don't really need to be from a certain clan to have huge chakra reserves, check Ay and third rakage for example. also minato himself, not coming from any known clans, had good chakra reserves with him being able to spam FTG. this is the same technique that took 3 other people to do. so you can't take away chakra reserves as then how would you measure what he could do and what he couldn't. in the end naruto would still outclass sasuke in just about every way.
