Apparently , we all judge the characters , we say stuff like : "they did something that opposes Naruto's or konohagakure's beliefs ! So they are villains"
well if we looked from an outsider view : THERE IS NO VILLAINS : Each and every character is following his own Ideologies and beliefs

I think Tobi could be considered an exception, the guy's an asinine freak wanting to control the world and be it's false god.

sort of yes, what's amazing about naruto villians is that they always have great character depth and we get to see what drove them to become what they are now. but still, it's the actions of a person which makes them a villian, not their ideology. They might not be causing havoc for the sake of it, like say, the Joker, but they are still villians no matter their true intentions. their flawed ideologies drive them to do evil.
