i used to say the first but ive been reading the manga more thinking about so id probably go with the 4th now.

i dont agree, 1. hashirama, tobirama, hiruzen and minato
hiruzen was weaker when he was old, when in his prime, he was expert at techniques, maybe all natures he could use....he is on same level like other male hokages, just tsunade in not so strong, but as medical nin, noone can surpass her...(maybe sakura...on same level)

i like the 2nd for some odd reason lol....all the water he can bring out of nowhere hes probably 2x better than kisame....plus that darkness genjutsu is tight...lol i wanna see him fight...enough about the forth show some of the 2nd

I think hiruzen was the strongest hokage as minato could have learnt alot more if he hadn't of died
