Now I could easily be wrong on this in the end but wasn't wrong about Kaguya's defeat or Sasuke's reasoning for wanting to fight Naruto.
Sasuke's not really planning to kill the Kage or bijuu. I'm pretty sure he's aware Bijuu will just be reborn and can't truly be killed. If he really wanted to kill, he would've killed Sakura and Kakashi and not genjutsu Sakura and he won't do shit to Kakashi because well, Kakashi's Krillin.
He's trying to find a compatible resolve within himself and Naruto, to create a new ninja world. A revolution is necessary, even Jiraiya knew that.
Ignoring upcoming movie, the focus on Sasuke before the last two chapters showed him a bit sad, conflicted, lost. This is how he's gonna get his answer. Naruto knows they get their answers through their fight, Sasuke just can't straight up be like "lets go no scope mlg fgt"
Sasuke needed a reason to fight Naruto, but ultimately he's not gonna follow through with killing the Kage or Bijuu.
