This is precisely how I predicted Sasuke would turn out.
People don't understand what the 'fruit' is.
It is the Golden Elixir - the concentrated essence of Yang - the enlightenment of the Divines - a glimpse of creation, itself. This is clearly defined within Taoist Alchemy (you know - the yin-yang stuff that is related to the Byakugan that isn't at all important to the plot or worth paying attention to).
The fruit is the power to 'cast' destiny. It is the power to create anew.
Sasuke doesn't plan on 'controlling' the world. He doesn't plan on 'fixing' the world. He doesn't plan on 'changing' the world.
He plans to destroy the current world and build one that 'works' according to his idea of perfection.
This is precisely how Sasuke sees the role of a Kage. A true Kage says: "The world is wrong - therefor I will create a world that isn't." This is how Sasuke defines the concept of leadership and strength.
Create an illusionary world for people fighting within an imperfect war?
How trivial. How weak. A truly strong person - a truly great leader - would curse the imperfect and bestow upon the universe a new standard that is perfect.
Of course - this idea is pure nonsense. There is a reason Kaguya did not do as such - and it wasn't because she lacked the power to do so.
It's because the Byakugan can see more than just chakra. It can see the threads and shadows of destiny and those with it inherently understand that nothing one does is outside the governing action of nature. Even Sasuke's perfection will be imperfect as the universe is based upon the cycle between Taiji and Wuji. In other words - the universe is perfect in that it will always do exactly what it is supposed to do and the only thing you can do against it is to flail about in ways that make the universe temporarily behave in other ways that are exactly what is supposed to happen.
