Well, Enel really has a great DF power but underestimating a Shichibukai is no good.
Those who can beat would be:

Boa Hancock- She also has the power to defeat Enel, having Busoshoku Haki gets it more easy to her.

Dracule Mihawk- He is the mightiest swordsmen out there in the world and it could be expected he must be having Busoshoku Haki also being the few of the people surviving the Whitebeard War without getting a single scratch, this could be enough to prove his strength.

Not counting Doflamingo as his full fighting capabilities haven't yet shown.

Well I think you're underestimating some of the Shichibukai.

Crocodile is made of sand so lightning is less effective when it hits him/"the ground"
Blackbeard can obviously beat him
Moria has some tricks with his doppleganger and use brick bats as lightning conductor
Jinbei is smart enough to use water to his advantage
Boa has some kind of stone ability which she can use
Kuma can reflect everything with his pads, besides i don't think lightning will affect him
Doflamingo pretty hard to make a prediction.
Mihawk is pretty vulnerable so he needs to be carefull with that big sword.

So the funny thing is, I think the two strongest guys will have the hardest time with Enel. But most of them have a good chance in beating him
