A good leader who is followed by people doesn't mean his decisions are great as well. He was a good leader for a very small time frame because he died young. The sage split the beast to reduce its power; he didn't ask people to start putting them in vessels to start a war of weapons. His decision was actually a great one.

Hashirama united clans and villages. It's no wonder people call Hashirama a tall tale. He's a legend. And in this Imprefect ninja system of hate something has to be done. Hashirama is not perfect. If he was he would be god of this world! He's only human. And humans make mistake. Don't judge a man cause he made a few mistakes. He's ended the war between feudal nations and united to shinobi world into 5 different CPU tires. Hashirama captured the tailed beast and spread it equally. Balance of power.
