Ametarasu dosen't move towards a person it appears at an exact point.
So if he was to try and seal it he would already be in flames and wouldn't even be able to sit still for a few minutes and perform an long sealing technique due to the fact that he is being consumed by black flames.

And he dosen't need to "try" and seal it because he can just dodge it.

If someone's covered in flames and burning do you seriously think they'd be able to take out a scroll and perform a damn sealing technique? No. They'd be busy screaming in agony at their flesh being burned away. Even a power brute like Bee was in obvious pain from Amaterasu. So too did Hachibi.

Izanagi. Look, how later Tobi said that if Itachi knew everything about him, he would be long dead. If there was something Itachi didnt knew about it was Tobis Izanagi, rather than his space/time techniques or sealing jutsus.
