I never understood why people anticipated him having it. We all know Ashura wasn't a jink, so his avatar was derived from some unknown jutsu. Having all the bijuu's should allow him to use that ability. I was actually hoping he would change into the different chakra forms of all 9 bijuu.

Agreed... Naruto is clearly holding back his full power in defense against Sasuke in attempt to reason with him. This is sort of deja vu on the similarity between their final battle and Madara's/Hashirama's final battle. Hashirama tried in vain to reason with Madara to no avail and finally, he unleashed a full arsenal of his might with senjustu.

And it may be possible that Asura's avatar is byproducts of gifted powers from SO6P when Asura was choen as his successor.
