[Nin] Ninjutsu with Vision

To begin creating a jutsu, you would need to have an idea of what you want to do and maybe take inspiration from another jutsu, like when Minato created the Rasengan, he was inspired by the Tailed Beast Ball. Also, to create a jutsu, you would need to figure out exactly how much chakra to use. You would need to decide what handseals are necessary to perform the jutsu properly and what nature of chakra you are going to use. To complete the jutsu you would need to keep trying it until it becomes perfect, and also make some different steps to make it easier to perform.

This is not what i'm actually looking for. Lets go through some rasengan training and see if that lights up a bulb.

Grab all the balloons and fill them up with water!

Alright now take 1 balloon, place it in your palm. Rotate the water inside the balloon. Once you do that the goal is to make the water burst out of the balloon.

He makes the water rotate at a quick —but not too fast— and controlled pace, spinning the water around inside the balloon without popping it.

Yes but it's hardly rotating at all. YOu need to make the water spin FAST but not harm the balloon.

He spins the water around in the balloon for a while and the balloon doesn't break.
