It will work on any earthen material, since it encompasses diamond, I think its safe to say it includes steel and other metals. You can have up to four clones at any time and they can only be used three times per battle. Some claim clones can take up to C-Rank damage while others say they disperse with minimal damage. I prefer to go by the latter and assume my clones are fragile and so should be kept away from harm. Good question about the dispersing of the explosive clone. I'd say it disperses like normal but chances are the creator would detonate it before you'd get the chance to kill it.
Alright, now we'll move onto Ninja tools and weapons usage. Since you've already explained every ninja tool in depth, this won't be a laborious process. I'll simply group these techniques into subgroups (Basic Tools, Explosive Tags and Specials).
We'll start with the Basic Tools and group them accordingly. First we'll do all of the Kunai related techniques, then the Shuriken and finally the miscellaneous tools.
I won't patronize you by explaining many of the basic tool techniques we learn since they're very simplistic and have straightforward descriptions. Of course, you'll still have to fill out the template but minimal descriptions for techniques which I don't deem worthy of an explanation is ok.

Alright, a fairly interesting technique here. Instead of manually throwing a barrage of tools at the opponent, you can use your chakra to hover the multiple kunai in the air and send them towards your chosen target. Yeah, this has just given me a cool custom idea z.z.

Combinations you could make with this jutsu: The first thing that comes to mind is mentioning that they have exploding tags attached. I don't know if it would work but for Minato Bios you could mention among the barrage of kunai, you throw in a Flying Thunder God Kunai. But knowing him, it would be more beneficial to have all the kunai the FTG ones. xD
You could also coat the kunais with wind/lightning chakra depending on your preference. However my preference is always thinking outside the box. So other than using explosive tags and wind/lightning chakra, you could....I don't know if this would work but you could do a henge no jutsu to turn into several kunai and then send them flying using this technique as a barrage. Then once you hit the ground, you could cancel the transformation technique and then attack while they are confused. Don't know if that would work. >_>
Ways to Counter: Hmmm....wish I could be a Hyuuga and just use the Hakkeshou Kaiten to just dispel them all. As a wood release user I would go for a dome technique to defend against the kunai. But from a normal person's standpoint, you could just end up using a wall technique depending on what angle it is coming from. Most wall techniques only cover from frontal attacks though so it would be prudent to use a technique that can counter the kunai and continue going forward to attack the enemy. Most wind techniques can do that but like I said, you need to pay attention to the angle they are coming from.
Uses of this technique (Battle orientated and non-battle orientated): In battle I would use a fireball technique. Using that as a guise, I would then use this technique. If I was smart, I would use kunai with explosive tags. Then as the fireball is about to hit, I release the barrage of kunai and either set them off at the time they are about to reach its destination or have the fire set them off. Either way it should intensify the attack and do some real damage.
OOB....it could be considered an offensive move in the NW granting you a fight with someone but other than that I really don't have an idea how it could be used OOB.
Rate the technique out of ten: Alone I would say a 5/10 but adding explosive tags would make it a 7/10.
Questions about the technique (Optional): Is the amount of kunai thrown small? I confuse this with Shadow Clone Shuriken Technique. Oh and does this technique require a scroll?
Not seeming to phaze Kakuzu-sensei, I then decided to repeat the same move but with a slight variation. I leap in the air once more but this time as I spin, I throw a barrage of kunai AND shuriken. I try to keep the timing very fluid so that it all happens quick and flawless. All the while I can feel the surge of energy being exerted out of me as I do this all in a matter of minutes.

Ways to Counter: Since this a higher rank technique than the last one and with more weapons being thrown, I would say a good earth wall technique would work but from the scope of the technique that won't be sufficient. Wood Release users could use (Mokuton: Jukai Heki) – Wood Release: Dense Woodland Wall to protect from the barrage. As far as normal ninja, you could try (Doton: Moguragakure no Jutsu) – Earth Release: Hiding like a mole technique ot avoid the barrage.
Uses of this technique (Battle orientated and non-battle orientated): IB, I would use this as a distraction or after using a masking technique like fire or smoke. OOB, I don't know tbh.
Rate the technique out of ten: Alone I would say a 5/10 but adding explosive tags would make it a 7/10.

Throwing several blades in front of me, I use my chakra to manipulate the blades and have them hover mid range of me. I then send them flying forward towards a tree as a way to intimidate you.

Ways to Counter: Lacking inspiration on this since most weapons can be countered with a earth/wind/water wall technique depending on the angle and strength.

Combinations you could make with this jutsu: I am running dry when it comes to kunais. The only thing I can think of are explosive tags and wind/lightning coating to increase it's cutting power.
Ways to Counter: Same here. Most wall techniques can be used to block but as a wood user I already have my fav jutsu to use although there are better less chakra wasting ones.
