(Psst remember, don't include sharingan and don't confuse reflexes and reaction time with speed, they're 2 different things. It makes no difference if you can see all the incoming punches ahead of time but can't move to do anything about them)

SM Naruto has great reflexes, but some of the credit is also due to his sensing abilities. Which is why I believe 3rd Raikage > SM Naruto in reflexes

It was would have to be someone with Sensor type abilities because they would know where you were attacking from before you did it so I say Minato 1st and DSM Kabuto 2nd
