It was would have to be someone with Sensor type abilities because they would know where you were attacking from before you did it so I say Minato 1st and DSM Kabuto 2nd

Also Obito as an honorable mention... he was untouchable for 95% of shippuden afterall

Jiraiya has great reflexes. He was able to escape a death blow from 3 paths of Pein when they sneaked up on him and ended up losing an arm.

Reflex is an involuntary reaction is it not? If so couldn't your reaction time be the same as a reflex? Or what if you trained yourself to a point where your reaction to a certain thing becomes second nature making it essentially involuntary? You react to it basically from reflex. Not trying to argue, or disrespect...just my inane rambling. Anywho...my answer the only two Imo are
Itachi has the fastest reflex, gesture speed etc.
Minato is second.
All just my opinion.

Naruto (SM), Kabuto(SM), Minato, A, 3rd Raikage, Neji in that order. Minato will always be above the Raikages because his reflexes is what was used a the benchmark to judge A's to. On top of that, it was said that he was on par, indicating that Minato may very well have better reflexes.

Also, Gai showed really quick reflexes after he beat Kisame. When Gai told Kisame not to move a muscle and Kisame tried just moving a finger, Gai pimp smacked the hell out of that dude.

Obito and Itachi tie for this spot. Minato is on a lower tier here. Both of them have displayed amazing reflexes, especially Obito. He is unmatched in this department.
