See now this has been on my mind A LOT. So, lets look at their abilities first shall we.
Tobirama:
1. Master MASTER water user
2. Edo tensei User
3. S/T User
4. predicting him to be a expert in seals also
Minato:
1. Frog summons
2. S/T user
3. Good with seals.

NOW LETS GO INTO MORE DETAILS.
Summonings:
-Tobirama has undying bodies under his control. BUT we still don't know if he can use it like Kabuto. BUT the kages do acknowledge his Edo Tensei.
- Minato has Gamabunta. and that is one BIG frog.
BUT the summoning of Edo tensei is better. But it also depends on the ninjas he summons.
S/T JUTSU:
- Tobirama's S/T jutsu isn't really shown. But by what Minato said it must have been pretty on par with FTG.
-Minato was known as the fastest shinobi due to his FTG
Minato has this one down tho. Even those S/T jutsu is instant.. there is still the traveling speed and who can do it better. But this one goes to Minato.
Seals:
- Tobirama is a senju .. Senju are pretty good with seals. His brother was a seals expert. So I'm pretty sure he learned something from his brother.
- Minato learned from his Wife who was a Uzumaki and also he proved his expertise in sealing by doing a complex ass seal on Naruto ;x.
This one would be a tie. why? Because Tobirama has not been shown to use them. BUT the people he was with and the title he had, makes him more more expert then a guy who learned from his wife.

Simple Taijutsu and Nin-jutsu:
Tobirama has both. Why? due to him being a senju. Minato does have his Rasengan. BUT he hasn't shown any skills in elemental attacks. But I'm sure hes good in Taijutsu. But Taijutsu doesn't just = Speed.. It equals speed and Strength. Which a Senju is born with.
Chakra wise : Tobirama wins.
Basically most of the stuff that is important in a battle makes:
Tobirama > Minato.. Not saying that Minato can't beat tobirama in a battle.
But its saying Tobirama is the better Package.
PLEASE DON'T POST IF YOUR GONNA SAY WE HAVEN'T SEEN NOTHING ABOUT TOBIRAMA. THIS IS FROM OBSERVING WHAT HAS BEEN SAID. AND IT IS NOT HYPE. BUT THE FACT THAT HE HAD THESE ABILITIES
