i'd say hokage cloak gives more swag than akatsuki cloak. also everyone loved minato and he was considered the best ever in konoha so that would give him a lot of swag. however who SHOULD have more swag is different than who DID have more swag. minato SHOULD have had more swag because he was hokage, prodigy, once in a lifetime talent (with no KG or clan background), had flee on sight orders in war, and was loved by everyone. minato SHOULD have had a lot of swag but he didnt because he wasnt the type of person to care about all that stuff. he just wanted to protect the people he cared about. ITACHI DID have more swag because the entire show he goes around boasting about how insifnificant people are compared to him. first it was his clan and then it was his brother. itachi pretended like he had the attitude that he was above everyone. he told sasuke he killed his clan to figure out how powerful he was. when those guys questioned him about shisui he took them out in seconds and said they were beneath him. itachi ACTED like he had more swag. however the real itachi didnt care about that either he just wanted to protect the people he cared about. all in all i'd say madara has the most swag. i mean against kakashi he just told kakashi not to bother with kamui because it wouldnt work. and all he has to do is mention his name and everyone gets scared and starts to worry and forms a huge alliance because of him. he can just walk around like "yeah i'm madara run and cower in fear." madara definitely carries himself with the most swag.
