Muu has very fast Jinton, Tobirama has instantaneous FTG.

Its a hard battle, and whoever claims to have an answer must rethink his sanity, cuz you must think of many variables beforehand.

I will say Tobirama because he should be able to find the Mizukage with his sensing capabilities which work on anything touching the ground from a certain distance.

And because of Tobirama's speed feats if Mu does not get a kill shot right away with Jinton Tobirama will be on his tail in seconds.
