It is actually unlikely that Kabuto was attempting to use this particular technique on Tsunade; instead, he was likely using his Chakra Scalpel to try to cut the tendons in her legs. This is more likely than actually using the Inner Decapitation Technique, since he successfully performed the scalpel technique on Shizune.

Kirin is a lightning technique that requires immense amount of chakra. It is an extremely powerful, one-shot technique that strikes in the blink of an eye. The user draws lightning directly from thunder clouds to supplement the power of his or her strike, and controls it with chakra. Because the the technique uses natural lightning as opposed to elemental chakra, its power easily outmatches all other Lightning Releases. Normally, jutsus are limited in power to the amount of chakra capacity any giver person has. Kirin, however, calls on the external lightning, which in terms of a lightning jutsu, makes it far superior to any other. However, the extreme preparation time required also decreases the technique's efficiency. This technique in the absence of active thunder clouds requires Fire Release: Great Dragon Fire Technique or other such techniques to produce the necessary storm conditions to initiate it.
To initiate a lightning storm, and then to take control of lightning in order to guide it to a target while using the shape manipulation shown above, drained even Sasuke of most of his chakra, in addition, usage seems to destroy the thunder clouds as the sky cleared up of clouds after use. As such, this technique can only be used once in a fight. However, natural lightning can reach a temperature of 30,000 ?C, so that even if it misses the target, the sizable blast will likely eliminate the enemy, if for some reason it does miss the user will be left vulnerable to attack meaning that it is important to NOT miss. Itachi withstood this technique by using Susano'o.

The only downside to this technique is that the user must keep at least one arm inside the sphere at all times in order for the victim to remain imprisoned. Clones can be used in place of the actual person, provided that the clone is the one that performed the technique. This jutsu can't be performed without a sufficiently large body of water to supply the water for it. Neji Hyuga has been able to use his ability to release chakra from all of his pressure points to disrupt the flow of chakra inside the prison and break free. Despite the fact that the prison is made up entirely out of water, and the target is unable to move while within it, the target is still able to speak. However, the one imprisoned still has to maintain the ability to breathe.

The Lightning Blade is an enhanced form of the Chidori with the same effects and drawbacks, but more power. Kakashi learned how to perform this ninjutsu before Kakashi Gaiden but was not able to sustain it long enough to connect. He finally made it work after a lightning bolt struck him and gave him enough power to use it and take revenge for Obito Uchiha's death. It is also said that Kakashi cut a lightning bolt in half with this technique. The first time he used it and the legend of him splitting said lightning bolt are speculated to be the origin of its name. Because the Chidori is already powerful on its own, the Raikiri requires much more chakra and better chakra control, which is examplfied in its appearance. The Chidori appears as simply a mass of white electrical chakra in the user's hand, the Raikiri is more focused and blue. Like the Chidori, Kakashi can use the technique four times a day, which is an incredible feat, considering the intensity and chakra requirements. As seen when Orochimaru was talking to Kakashi after he used the Evil Sealing Method on Sasuke, he can apparently form the Raikiri at will without any hand seals. Somewhere in the time-skip, Kakashi developed the ability to cast the technique on both of his hands, which has only been seen while fighting the Akatsuki member Kakuzu.
