She has no intentions to join them but she still wants to. She refused their offer because she wants to fulfill her duty as the princess of alabasta. If she becomes a pirate and even worse becomes a straw-hat her country will be in danger by the WG and see them as traitors. If she had said that she wants to join in any sort of way while those marines were listening she would have been seen as a traitor. What she actually said was "Will you still call me friend" because they wouldn't see her again. If she joined them as weak as she is she would die in the sort of fights they get I to.
