I agree with this list , but I would put Oro in there as well since he has control over the Edo Hokages .

Well done ,really well done. I could change some places but it would be minor change so main part would stays the same.

Just one question: Do you include ET as technique or no ? also same quesiton with ET states of characters: yes or no ?

I don't include characters that are at the disposal of Edo Tensei summoners, and i only take alive states of characters; that's why Minato falls rather behind.

8 - Itachi (IMO he can be in the same leek as sasuke and naruto only because he is very smart in battle)
9 - Hiruzen/tobirama
10 - Hiruzen/Tobirama
11 - DSM kabuto

(not trolling with hiruzen, I genuinely believe he is very powerful, it's just Kishi trolls him everytime and doesn't give him panel time)

4# BM Minato is great powerhouse with amazing skills... potentialy could match even SM Hashirama.
5# The most will argue that Kabuto or Oro with ET should be above BSM Naruto... but at the best for them I see it as DRAW... so BSM Naruto will kill/blow up Kabuto and Oro with Bijuudama but looses to Edo summons as he can not seal them.
6# Healthy Nagato and EMS Sasuke or at very close to each other... so I put them at the same level... until Sasuke shows Full body Perfect Sussano.
#7 no need for exaplanation
#8 no need for explanation
#9 I put Prime Hiruzen at the same place as Tobirama due to new feat of Hiruzen using five elements techniques at the same time... but it still not enough to put him higher. I believe that Prime Hiruzen has just more chakra, better strength and speed and even if he has all 40 points as perfectly-rounded shinobi then it is still not enough to take out any of characters above him.
#10 Both Muu and Third Raikage are very dangerous and proved it a lot of times... Imo they deserve this place.

I agree on everything except BM Minato matching SM Hashirama , i mean are you serious ?
The Buddha can wipe the floor with Full Kurama , so half Kurama ain't gonna do sh*t.
Also Hashiram's Sage Mode > FTG ( Manga Fact )

Lol I don't think that BM Minato matches SM Hashirama with actually present feats.... but as we have seen BM Minato was restricted and barerly shown his potential. The most of the time was KCM Minato who was still doing almost nothing so Kishi held him back.

So maybe JUST BIG maybe double armed BM Minato could pull off something to be close with SM Hashirama

After reading your post i remember why i hate Minato , with one technique literally one technique ( FTG) he can compete with High tiers and with a half Bijuu he can compete with Top tiers.

I wanted for Kishi to give him SM, nature elemental techniques at S level....(one or two: fire and lightining would be my guess)
also some other hax techniques which COULD PUT HIM WHERE BM Minato is placed now.

FTG alone putting him so high proves that Kishi failed a bit with him but well same with Obito and Kamui.
