New Top 10 list of The strongest shinobi EVER(characters are TOOK in best state ever)

Hello guys, I am bored so I decided to create top 10 list of the strongest shinobi ever.

NOTES: Hagoromo Ootsutsuki=SOSP, Hagoromo's sons=Sage's sons, Shisui, characters barerly shown(Kagami, MASKED ZETSU AKA SPIRAL ZETSU etc.) are EXCLUDED.

Top 10 (Excluding Edo Tensei Technique, Edo characters states)

Explanation for second top 10(it includes ET) :

4# BM Minato is great powerhouse with amazing skills... potentialy could match even SM Hashirama.
5# The most will argue that Kabuto or Oro with ET should be above BSM Naruto... but at the best for them I see it as DRAW... so BSM Naruto will kill/blow up Kabuto and Oro with Bijuudama but looses to Edo summons as he can not seal them.
6# Healthy Nagato and EMS Sasuke or at very close to each other... so I put them at the same level... until Sasuke shows Full body Perfect Sussano.

#9 I put Prime Hiruzen at the same place as Tobirama due to new feat of Hiruzen using five elements techniques at the same time... but it still not enough to put him higher. I believe that Prime Hiruzen has just more chakra, better strength and speed and even if he has all 40 points as perfectly-rounded shinobi then it is still not enough to take out any of characters above him.
#10 Both Muu and Third Raikage are very dangerous and proved it a lot of times... Imo they deserve this place.

Well it could give SM Madara great chance... but only if he can enter SM ON HIS OWN... because I doubt stolen amount of SM chakra could be enough...

Nagato may a bit stronger or no... but it is not enough to put him above Sasuke.

Kabuto... well I doubt that Incomplete PS would destroy Kabuto without Edo Tensei... that it

oro has minato to ftg him out of there
kabuto has itachi for yata or nagato to reflect it with shinrei

Maybe but for now it is as it is. If Orochimiaru shows something more(which I doubt would make difference) then we can change it always.

Your list is so false, we all know Iruka is god level. He tanked one of the most destructive techniques in the series; A giant shuriken. He's the only one who has down this, the only reason why Juubito managed to not get fodderized was because of BS + PLOT.

I think you underestimate the power of nagato's Rinnegan and how proficient he is with it. He has jutsu to counter any of Sasuke techniques. Plus I've seen no fests of Sasuke and his PS.

And how would ps work on Someone who can turn to liquid and and shed his skin? How does sasuke counter Kabuto genjutsu?

Well done ,really well done. I could change some places but it would be minor change so main part would stays the same.

Just one question: Do you include ET as technique or no ? also same quesiton with ET states of characters: yes or no ?

Sorry but BSM Naruto is above Healthy Nagato due to SM. (Healthy Nagato > BM Naruto)
Sasuke is on par with Healthy Nagato... so I disagree once again.

good points about Kabuto and Oro having way to surivive... but there is one problem. Could Oro and Kabuto react fast enough to summon them then control them to save their asses before Naruto wipe out their existences with TBB... I seriously doubt.

Well my final decision depends if Nagato has technique to destroy and pass through PS or no... if not then it depends if Nagato's Preta Path can absorb PS or no...

PS would protect Sasuke long enough.... and if Kabuto turns to liquid then Sasuke treat him with Lightining release as lightining blade or lightining needles....

The only problem would be Sasuke has not counter for Kabuto's genjutsu... but the question is if Sasuke let Kabuto use this with kill mindset and not need to capture Kabuto.
