A couple of things to point out that I noticed.
1. There are no shadow clones close by. Which is a must for Naruto.
2. The image a couple manga's back, showed Naruto in the same location, but closer to the bridge. Versus in the latest manga, he was farther away.
3. In that previous image, there was a large cloud of smoke in the sky. Presumably from the new jutsu, but because it failed to cut through....
4. THUS, this new jutsu had to be powerful enough to cause that much smoke, but weak enough to do no damage.
5. Rasen-shurrikan as we know it, explodes and shoots millions of of small chakara blades everywhere. We don't see that in the image from a couple manga's ago.
6. The mountains were cut smooth. Similar to when J-man pressed rasengan into the tree to show Naruto the difference between the completed rasengan, versus the incomplete which only caused scratches.

Naruto's first Rasen-shurrikan worked like the top image. He used wind chakara which surrounded rasengan. The wind chakara being very sharp was made into millions of pieces because rasengan exploded onto the enemy, throwing the wind chakara in every direction.
In the second image, I am showing wind chakara INSIDE of rasengan. Remember in his initial training, Naruto made the waterballoon rotate in a circle, imagine that being wind energy. Naruto is able to compress the wind chakara INSIDE of the Rasengan form. When something is compressed, it moves ALOT faster. THUS this new rasengan would not harm Naruto, because the wind is trapped inside....
This would explain how such a smooth cut was made in the mountain. Circle rasengan = perfect circle hole... Flat rasengan = flat hole "cut" in the mountain.
