No, it's not always true but it does happen sometimes.

The rest of the K11, have surpassed their parents and are ready to take leadership positions in their clans, etc.

Keep in mind, they are all still teenagers. When their parents were young, there has been no concrete proof that the were at their kids' level.

Well, as has been pointed out it's not just in power, it's ideals and dreams too.
But, I do see one instance of this. The 5 Kage losing to Madara. While he'll definitely get help, Hashirama's gonna be the one to beat Madara again. While there were advantages to keeping him around, Madara really should have lost to the 5 Kages. The whole thing was just backtracking on the morals of the story.

First, Hashirama and Madara both surpassed their fathers by building the village system and ending the clan wars between the Uchiha and Senju. Yes, this isn’t a perfect system but it is a better system.
As Hokage, the First failed because he was too yang. He did not have balance. Madara's yin would have provided balance to the First's Yang but that didn't happen because Madara was too proud to accept a position like adviser. He wanted Hokage or nothing else.
The Third Hokage surpassed the First by having a yin adviser Danzo. However, they didn't work together, but there were still an improvment over the first and Madara.
Hopefully, Naruto and Sasuke will surpass both by working together.
