Wrong on many counts.

The Last is canon because Kishi conceptualized and wrote an outline for the story; he has no part in the writing of the novels and because of that, it is not canon. It's not just about publishing either; it's a whole franchise. He's signed over rights to use the Naruto name, story and it's characters; they can do and publish what they want - this is about his contract and law. He's never even "approved" any of these novels and even if he had, that does not make them canon.

He did a really rough outline and Mauro Kyôzuka handled the writing. Kishi himself said that he was pestering the hell out of the writers for the Boruto and Last movies. Yes, the rights to the name are signed over for the novels, but as the creator you do have final say so on what gets published, which is a clause placed in damn near all of those contracts.

The ONLY time this is different is when the entire property is signed over to a publisher. It's why Kishi gets an author credit for the movies and books. I worked as an editorial assistant years ago when the Naruto manga was in war arc. I've seen this stuff play out, where the original author of a brand is sent material written by another author and he/she has to approve of the content before it can go out to press.
