So, we can fairly say, Powerless Naruto+half-Kurama > Sasuke +nine Bijus.

But naruto & sasuke weren't stronger than Kaguya, they didn't even really beat her. They sealed her. If anything the new enemy has to be weaker than kaguya or there'd be no way to beat him.

You're right about that, man. Naruto only lend his body for this purpose.

Kurama was just sleeping. I don't think he's still in that state from the fight with Sasuke. That was around 10 years ago.

Kurama spent a lot of time sleeping inside Naruto in the series.

Another problem with the theory is that only half of Kurama is asleep after 699, so even if he was still down, which I doubt, Naruto would still be able to use the original half.

Kurama is probably just bored of kage meetings, he wants to go resengan someone.

Naruto probably can't mould chakra properly because of his new hand, and since it's his dominant hand, he's probably at a great disadvantage not being able to use it.
