How you perform it
*kefa starts to build his wind chakra nd channels it to his hands(both left and right), kefa then forms the required hnd seals shown 2 him by his sensei, kefa moves on to releases the chakra he built by stretching his hands forward, as kefa released his chakra a cyclone of petals(thin flowery wind blades) was summoned kefa focuses on the cyclone as he pushes his right hand forward, therefore sending the cyclone forward.*

Advantages & Disadvantages.
Advantages
The user can accelerate the petals by his hand movements, also making the petals travel to any choice he wants, the user can even make the petals defend him from incoming attacks.
Disadvantages
The user is permanent in his position, therefore if the opponent dodges this attack the user is open to attacks,(especially if the user isn't quick on his feet).

How would you defend yourself from this jutsu.
I would likely use a wind jutsu like great. Break through to push the leaves and the user back;therefore ending the tech, or use fire jutsu to burn the flower petals.

Only one wave of wind is released, the next counts as a second jutsu use.

the user is able to attack his opponent with this from a distance and while the opponent is occupied with this tyech, the user can then attack again from another angle with a better tech. in order words this is a good decoy technique

Disadvantages
since the wind is a stream, if the opponent uses a fire jutsu at the use of this technique, the wind will only make the fire bigger and it'll keep heading towards the user.

How to counter
doing the same technique, or a water bullet(i suggest a b rank water bullet, so that it'll keep moving towards the opponent), a fire jutsu like the great big fire ball.

The user cannot perform other jutsu that require hand seals cause one of his hands are busy.

Advantages
The user can also use this jutsu as a defense, having it stay directly infront of him when an opponents jutsu comes at him, he can also infuse this vortex of wind with fire chakra as it heads towards his target, the user of the tech can use this as a decoy cause it large enough to block the view of the opponent, and using the previously learned technique to travel behind it.
Disadvantages

If your opponent were to dodge/overpower your technique and launch a very quick attack towards you, you would have difficulty being in time to stop it from hitting you.

This jutsu doesn't only damage but cut its victim giving the user an upper hand cause when someone is cut his capabilities are limited. This jutsu while active CA be infused with fire to not only cut its opponent but to burn them.
Disadvantages
It can be easily dodged since its not formed directly where the opponent stands, but travel towards him, making the opponent see it and make out a counter plan.

The user can only use this jutsu againts b ranked jutsu's, the user will have to think of a better counter when a or s rank wind comes at him.

Disadvantages
It cannot be used in all terrains, so this jutsu is solely based on the terrain it was used in...it can be backfired using the order wind jutsu that divides a wind tech and sends it back to the user.
how would you counter this tech
I would use the wind return jutsu, cause its the best bet, or prevent him from using it...by using a faster jutsu...either earth fire lightning water or even wind.

This jutsu can be used at the same time, like released from both hands using the left to release the wind at the opponent and using the right hand to release the wind at the ground, in order to attack and evade the opponents jutsu. An instant technique good to start as an attack decoy.
Disadvantages
If used at the opponent who has fire affinity, the user might not be able to evade immediately, due to the wind building up the fore that the opponent released towards him in order words it can back fire.

I would also use the wind return being as its the easiest but if the opponent mixed it with fire I would most likely react with a water jutsu.
