Naruto doesn't have a Rinnegan because he doesn't have a Sharingan because he doesn't have Uchiha DNA. Read the manga before bringing up examples.

kaguya has byakugan before eating fruit so was power of the otsutsuki may be but sharingan and rinnegan were power that was originated from the fruit mate so it is shown as third eye rather than her byakugan converting in to rinnegan or sharinnegan your reason will only be plausible when kaguya's byakugan was converted in to one and for side note only otsutsuki can awaken a tenseigen other wise hinata would have it when she received hamura's chakra. Top of all any fodder can have rinnesharingan when consumed chakra fruit.
